::::::In general we follow the official boundaries of areas in the initial sections of the WV articles. If you would stricktly do what you call "the wikivoyage approach", there should not be articles like Lombardia and Veneto, but articles like '''Pianura padana''' and '''Prealpi italiane''' :-). However in the ''See'' (''Bekijken'' in Dutch) section your approach could work very well. :::::::Just a punctualization. As said above the intent is to divide a big area into smaller area following geografic/historic/cultural criteria. Easily to understand that exist several ways to split a territory. It's almost like travel agencies that propose different tours to visit the same zone. Taking inot account your example (I know that you were joking :-), but I use it anyway to make myself understand... at least I hope :-)), Pianura padana and Prealpi italiane it's a geographic split (lowland and mountain), but each Italian region has a deep and long history that affect their culture as well, in terms of cooking, folklore, dialect, art, etc... So dividing Lombardia form Veneto it's more appropriate.
:::::::Let me add another thing. a couple of years ago our government have discussed on how to regroup/split the current province asset of the whole nation.
